A PORTION of the following essay was read in the lecture room of the Bristol Athenæum, before a numerous audience, some of whom have expressed a wish that it should be published. It has since been enlarged. Public attention has lately been attracted to the subject, in consequence of the proceedings of metropolitan and provincial societies, and of the congress of deputies from several nations, for the promotion of peace. The author has endeavoured to treat in a popular manner topics that have often been discussed; but new occasions demand the exhibition of old truths, and time and circumstances perpetually supply fresh materials to vary the lights in which they may be represented.
