By order of the Board, Robert Towers, Commissary, was directed to deliver to Colo. Timoth Matlack, for the use of his Battalion, 40 Rifles made by Mr. Palmer, taking a Receipt to be accountable for the same.

Resolved, That Doct'r Dunlap be authorized to employ a Surgeons Mate, whose pay shall be 18 Dollars per Month, & 2 Rations per day.

Resolved, That the pay of the following Officers employed on Board the armed Boats in the service of this Province, be as follows, & to commence the 1st day of June last:

That the Offices of Steward & Clerk be held by one Person, whose pay shall be £4 10 per Month.

By order of the Board, an order was drawn on Jno. Nixon, Esq'r, & others, the Committee of Accounts, for fourteen hundred pounds, in favour of Capt. Jos. Cowperthwaite & Mr. Clem't Biddle, being for account of Continental Powder Mill.

Congress having requested this Board to recommend four Gentlemen as suitable persons as Captains to four Companys of Germans, to be raised in this Province, for the Continental service,

Resolved, That the following Gentlemen be recommended to Congress, as proper persons to be appointed Captains to the four Companies aforesaid, vizt.:

By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in favour of Jno. Maxwell Nesbitt, Paymaster to the Provincial Forces, for Five thousand pounds.

The President of the Congress this day sent the following Resolve of Congress, which is directed to be entered on the Minutes of this Board:

In Consequence of the above Resolve, Letters were wrote to the Counties of Bucks, Chester, Northampton, Lancaster, and Berks, Inclosing Copy of the said Declaration, requesting the same to be publish'd on Monday next, at the places where the Election for Delegates are to be held.

Resolved, That Mr. Maurice Rogers, Cashier & Clerk of Accounts to the Committee of Accounts of this Board, be allowed for his services one hundred & ten pounds per Year.

By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in favor of Colo. Samuel Miles, for one thousand pounds, being for the use of the Troops under his Command.

Ordered, That the Sheriff of Philad'a read, or Cause to be read and proclaimed at the State House, in the City of Philadelphia, on Monday, the Eighth day of July, instant, at 12 o'Clock at Noon of the same day, the Declaration of the Representatives of the United Colonies of America, and that he cause all his Officers, and the Constables of the said City, to attend the reading thereof.

Resolved, That every Member of this Committee in or near the City, be ordered to meet at the Committee Chamber, before 12 o'Clock, on Monday, to proceed to the State House, where the Declaration of Independence is to be proclaimed.

The Committee of Inspection of the City and Liberties were requested to attend the Proclamation of Independence, at the State House, on Monday next, at 12 o'clock.

By order of the Board, an order was drawn on Michael Hillegas, Esq'r, Treasurer, for ten thousand pounds, in favour of John Nixon, Esq'r, & others, the Committee of Accounts.

Resolved, That Mr. Robert Towers, Commissary, deliver out as much Powder to each Battalion of Associators as will make Eight Rounds, to be used in training them, and it is Recommended to the Officers to have the Cartridges for that purpose, made up at the Rate of Eighty to the pound, which Mr. Towers will acquaint them of.

Resolved, That Mr. John Dunlap, Print 300 Copies of the Rules & Regulations for the Government of the Continental Army, for the use of the Associators going into Continental service.

Resolved, That the Iron Masters employed in Casting Canon or shot for the publick service, in the Counties of Chester, Lanc'r and Berks, be permitted to employ any of the soldiers, Prisoners of War, at Lancaster and Reading, as Labourers in the said Business, giving an Account to the Committees of Lancaster and Reading of the times of such soldiers as they shall so employ.

Resolved, That Capt. Boyce be requested to give leave of absence for One Week, to Thomas Prudden, now belonging to his Boat, to assist Capt. Delaney in preparing necessaries for the Battalions.

Robert Towers, Commissary, was directed to deliver Colo. Sam'l Miles as many Knapsacks & Canteens, as he may have Occasion for for the use of the Provincial Battalions under his Command.

Resolved, That Doct'r Adam Kuhn be appointed Physician & director General of the Hospital, for the Provincial Troops under orders for New Jersey.

Resolved, That Doct'r Kuhn be requested to Adjust a plan for the Establishment of said Hospital.

Resolved, That it is the Opinion of this Committee, that no Persons employed by or by order of this Committee, in making Guns. Gunlocks, Chevaux, de Frize, Piers, or any other work for the account of the Public, should Quit their Employments to March with

the Militia, now to be drawn out, without the special leave of this Board.

Resolved, That Doct'r Charles Bensel, Joseph Ferree, & Leonard Stoneburner, be appointed to Collect all the Leaden Window weights, Clock weights, and other Lead in Germantown and its Neighborhood, for which the Liberal price of six Pence per pound will be allowed, and they are authorized to draw on this Board for

By order of the Board, Robert Towers, Commis'y, was directed to deliver to Colo. Homes, for the Use of an Artillery Comp'y of New Jersey, two hund'd pounds of Lead, receiving six pence per pound for the same.

Resolved, That Doct'r Dunlap be impowered and required to purchase all such Drugs, Medecines, Chirurgical Instruments, and Necessaries, for the use of the Hospital under his care, as shall be requisite for that service, upon the best terms he is able, & send in the accounts to this Board for Payment.

By order of the Board, an order was drawn on Michael Hillegas, Esq'r, in favour of Colo. Samuel Miles, for five hundred pounds, for the use of the Troops under his Command.

Upon application to Congress by this Board for the Loan of sum of Money for the service of this Board,

The following order was sent to this Committee by Rob't Morris, Esq'r, Vizt:

"In Congress, June 28, 1776. "Resolved, That the Treasurers be impowered to advance to the Committee of Safety of Pennsylvania, a sum not exceeding one hundred thousand Dollars, the Colony of Pennsylvania to be accountable.

"Sign'd, CHA'S. THOMSON, Sec'y." "Resolved, That the above order of Congress for one hundred thousand Dollars, be put into the hands of John Nixon, Esq'r, and others, the Committee of Accounts of this Board.

Resolved, That it be recommended to the Committee of Inspection for the County of Bucks, immediately to appoint some fit & trusty Person to cause all the Fire Arms collected from the Associators in that County, to be repaired and made fit for service with all possible Dispatch, and the Accounts of such Repair, certified by such person, & countersign'd by the Chairman of the said Committee, with the reasonable Charge of such Person so employed, shall be paid by this Board.

Robert Towers, Commissary, was directed to furnish Colo. Miles with samples of Powder, that he may make Choice of that that will best suit the Rifles, and five hundred Flints.

Resolved, That Doct'r John Davis, of the 1st Rifle Battalion in the service of this Province, be authorized to purchase a Case of Surgeons Pocket Instruments.

Ordered, That such Prisoners from North Carolina as choose, may be permitted to write to their friends there, such letters to be inspected by this Committee; And the Gaoler is to take care that all the paper deliver'd into the prisoners, be used in such letters or Returned him.

The Memorial of Ludwick Kargher, Agent Victualler for the three Battalions in the pay of this Province, being read & Considered, this Committee recommended him to the Delegates of this Province in Congress, to apply to the hon'ble Congress for Redress.
