ACCOUNT OF THE RATES CHARGED FOR THE PILOTAGE OF VESSELS, AND OF THE OTHER CHARGES AFFECTING THEM IN THE UNDERMENTIONED. PORTS. A HERDERN. Tmage Duty. Class 1.- For all vessels to or from any place between Flamborough Head, on the southward, and Cape Wrath, on the north, excepting vessels passing through the Caledonian and Forth and Clyde Canals, but including the Orkney and Shetland Isles, per register ton Class 2. To or from all other ports or places in Great Britain and Ireland Class 3. -- To or from all parts of Europe to the northward of Gibraltar, including the Cararies, Western Islands, Madeira, Azores, Guernsey, Jersey, Alderney, Sark, the Faroe Isles and Iceland, also the whole of the Baltic and White Seas Class 4. All parts on the eastern coast of North America, including Greenland and Davis's Straits fisheries, all parts within the Straits of Gibraltar and W. coast of Africa, as far S. as the Tropic of Cancer Class 5.- The West Indies, and all parts within the Tropics of Capricorn and Cancer a. d. 0 2 0 4 09 1 0 1 6 Class 6.- All vessels navigating to the southward of the 1 0 Ballast. All ships or vessels furnished with ballast by the Aberdeen harbour commissioners pay Vessels belonging to Aberdeen, 9d. per ton. Vessels launched at the port of Aberdeen to pay half dues on first voyage, if sailing in ballast, but if landing goods, to pay full dues. Vessels entering the harbour for safety, or windbound, and not breaking bulk, to pay half dues, but if they break bulk, or take in goods (stores for their own use excepted), to pay full dues. Foreign vessels to pay one-half more dues than British vessels. One arrival and one sailing to constitute a voyage Vessels remaining in the barbour after 3 calendar months (and 14 days allowed for loading and discharging) to pay ld. per register ton per calendar month, and for each part of a month, in advance. It shall be in the option of the trustees to charge either the dues on the voyage, inwards or outwards, at the rates specified in the foregoing Table, according to the distance; and if the charge be made on the voyage outwards, there shall be deducted from it the amount of dues that may have been previously paid on the voyage inwards; but if such vessels sail in ballast, they shall be charged with dues on the inward voyage only. Exemptions for shipping, not including loading, lights, &c. or pilotage All open boats under the burthen of 10 tons to be exempted from dues. All ships, steamers, or vessels having made 50 voyages in any 1 year, from January to December inclusive, shall pay no more harbour dues for any additional voyages made by them within the same year. Vessels sailing from the harbour and put back by stress of weather, or other cause, without having accomplished the voyage, shall not be liable in additional dues for such returns. All ships or vessels belonging to, or exclusively employed in the service of H. M., the Customs, Excise, or Post-Office, or of the Commissioners of the Northern Lighthouses, or of the Corporation of the Trinity House of Deptford Strond, to be exempted from dues. British vessels, bona fide employed in the white fishery, to be exempted from the payment of harbour dues, provided they have no cargo on board but the fish caught, and their stores and fishery implements. Rate per Tonnage For every ton of the burthen of every vessel coming into the harbour of Belfast, except through stress of weather, 44. Foreign vessels belonging to countries having treaties of reciprocity with Great Britain are charged with the like rates as are paid by British vessels to this corporation. Vessels in the Vessels in the Harbour Dues. Every vessel trading between Berwick and any place between Sunderland, including that port and Fifeness Ditto between the Humber and Aberdeen Ditto between the North Foreland and Shetland Ditto any other place in Great Britain, or any place in Ireland Ditto any place on the coast of Europe between Dunkirk and the North Cape. Ditto any place in the Baltic Sea, or on the coast of Europe between Dunkirk and the Straits of Gibraltar. Ditto any place in the White Sea, in the Mediterranean Sea, the West Indies, Ameries, Greenland, or any other foreign port or place not before mentioned. For every vessel coming into the harbour for shelter, laden and not breaking bulk. Coasting Foreign Trade. Foreign vessels pay double the above rates and duties. For every ship or vessel coming into the harbour, over and above rates and duties. These rates are payable on bringing a vessel into the harbour, and over again on taking her out. 1s. per ton of ballast. 4d. per ship. -006 - 0 0 4 For every vessel trading from Flanders, France, without the Straits, Germany, Guernsey, Holland, Jersey, Norway, Poland, and Zealand, per ton For every vessel trading from Ireland, the Isle of Man, Scotland, or as a coaster, not including veses from Cardiff, Newport, and other ports to the eastward of the Holms, per ton For every vessel from Cardiff, Newport, or any other port to the eastward of the Holms (not being vessels one third part of the lading of which shall consist of coal, seroff, iron, tin, tin plates, grain, copper, bricks, stone, coal, tar, slate, bark, timber, or wood) as follows: If such vessel shall be under 40 tons burthen, for each voyage If such veel shall be 40 tons burthen, and under 75 tons, for each voyage If such vessel be 75 tons burthen, and under 100 tons, for each voyage -07 6 0 12 6 - 0 16 0 110 If such vessels shall be 100 tons burthen or upwards, for each voyage For every vessel from Cardiff, Newport, or any other port to the eastward of the Holms, one third part of the lading of which shall consist of coal, scroff, iron, tin, tin plates, grain, copper, bricks, stone, coal, tar, slate, bark, timber, or wood, as follows: If such vessel shall not exceed 75 tons burthen, for each voyage - 0 5 0 If such vessel shall exceed 75 tons burthen, for each voyage REGULATION AND RATES OF FILOTS. All vessels navigating up, down, or upon the British Channel, to the E. of Lundy Island, except coasting ve sels and Irish traders, shall be piloted, and narigated by pilots, duly authorised and licensed by the mayor, the burgesses, and com. monalty of the city of Pristol; and the master, owner, or owners of every vessel which shall be navigated in the limits aforesaid, without a licensed pilot, shall forfeit double the suni that would have been demandable, for the pilotage of such vessel, together with 51. for every 50 tons burthen of such vessel. It shall be lawful for any licensed pilot to supersede any person not licensed as a pilot, in the charge of any vessel within the limits aforesaid; and every master who shall continue any person not licensed, after any licensed pilot has offered to take charge of such vessel; and every person assuming, or continuing in, the charge of any such vessel, without being duly licensed, after any other licensed pilot has offered to take charge thereof, shall, respectively, forfeit for every such of fence, a sum not exceeding 10. For rates of pilotage from Laundy Island to Kingroad, &c., see art. Bristol, p. 527. For each man employed on board, or for hauling or towing any vessel, and mooring or unmooring, from Bathurst or Cumbe and Basin, to Hungroad Pill, and Broad Pil, and from either of those places to Cumberland or Bathurst Basin, the pilot shall receive and be entitled to 3s. 9d. per man; or frem Bathurst or Cumberland Basin to Kingroad and Portshead, or either of them, or from either of those places to Cumberland or Bathurst Basin, he shall receive 3. 9d. per man, and no more. When the pilot remains on board a vessel, he shall be entitled to 58. per day, and the man to 38. per day. And the pilot shall be entitled to and shall receive for cach tow-boat and saw! employed in towing or assisting, mooring and unmooring any vessel from Portshead, Kingroad, Hung road, or Broad Pill, into Cumberland or Bathurst Basin, and out of Cumberland or Bathurst Basin to Portshead, Kingroad, Hungroad, or Broad Pill, the sums following, viz. for a towboat, 64.; for a yawl, 3s. And he shall receive for every boat used in towing, unmooring and mooring any ship or vessel from either of the following places, to pay part of such places, viz. — Portshead, Kingroad, Pill, or Hungroad; or for unmooring, new berthing, and again mooring any ship or vessel in either of the said last mentioned places, the sums following, viz. for every yawl, 2s. 6d. And every man who shall be engaged, or be discharged at Hungroad or l'ill, without being employed to assist in moor. ing or unmooring, shall be entitled to, for his fee or wages, 28. 9d.; and the pilot shall be entitled, for the boats not employed in so mooring and unmooring, for a tow-boat, 4s.; and for a yawl, 28. Ed., and no more. The pilot of all vessels above 300 tons shall be allowed for an assistant pilot in the river pilotage, the sum of 10.- such an assistant bring a licensed pilot; in default whereof, only 3s. 9d. shall be paid for such assistant. There shall be allowed for each horse used in towing any ship or vessel, a sum not exceeding 6s., and to the driver, 18. And that such sums shall be added to the pilotage note and paid therewith by the master and commander, merchant or owner of such ship or vessel. In case any ship or vessel shall be in distress, either in the outward or homeward bound voyage, and any pilot or men shall run an iraminent risk or hazard in going to the relief of such ship or vessel, the pilots or men assisting shall have reasonable satisfaction for the assistance so given, according to such assistance, and the risk and hazard run; and in case of a difference of opinion as to the amount of such satisfaction, the same to be ascertained by two of her Majesty's Justices of the Peace, acting for the city and county of Bristol. If any licensed pilot shall proceed with any ship or vessel as far as Minehead, Combe, or Lundy Island, and shall be forced by stress of weather to return to Kingroad or Portshead, he shall be allowed one third part of the channel pilotage, according to the distance such vessel may have reached before she shall have put back. Each pilot shall, within two days after his return from a voyage to the westward, return to the Haven Master the nuinber of the skiff so returned from the westward, the time of her sailing, the time of her return, the distance she has been, and the names of the persons employed in navigating her, and all the material particulars of the voyage; and each pilot who shall neglect to make such return, or shall make a false return, shall for each offence, forfeit and pay any sum not exceeding 404. Ballast. There are no regular charges for ballast within this port, each captain of a vessel employing whom he may choose, and paying such price as they may agree for. DARTMOUTH. Pilotage Charges. 18. 6d. per foot from East Dues and Charges levied by Corporation of Dartmouth under Lease from Duchy of Cornwall. Light Dues, payable for such Lights as have been passed on the Voyage. Barque money, to fund for cast-away seamen, by prescription, 1. per vessel. Water-bailiff's fee, by prescription, 18. per vessel. Ballast Charges. From 1s. to 18. 3d. per ton, according to the description of ballast required; collected by consent, being private property. Observations. vessels The charge on taking refuge in the harbour is 1s. per vessel for anchorage, and collected by prescriptive right. Harbour-master's fee, by prescription, 38. per vessel. Light Dues, payable for such Lights as have been passed on the Water-bailiff's fee, by prescription, fid. per vessel. Coasting Vessels, when not laden with Coals or Stone. Vessels belonging to the following ports are exempt from Dover harbour dues, and water-bailiff's and harbour master's fees; viz. Great Yar mouth, Ramsgate, Sandwich, Weymouth, and Melcombe Regis, Lyme Regis, and Arundel. And vessels belonging to Dover, Weymouth, Melcombe Regis, Lyme Regis, Great Yarmouth, and Arundel, are exempt from Ramsgate Harbour dues. |
