The comptroller is hereby authorized and
directed to loan money by transfer to this
fund from the general fund or any other
fund, which loans shall be limited to the
amounts immediately required to meet dis-
bursements for educational purposes, made
in pursuance of an appropriation by law.
When making loans, the comptroller shall
establish appropriate accounts and if the
loan is not repaid by the end of the
month, provide on or before the fifteenth
day of the following month to the director
of the budget, the chairmen of the senate
finance committee and the assembly ways
and means committee, an accurate account-
ing and reporting of the financial
resources of each such fund at the end of
such month. Within ten days of the receipt
of such accounting and reporting, the
director of the budget shall provide to
the chairmen of the senate finance commit-
tee and the assembly ways and means com-
mittee an expected schedule of repayment
by fund and by sources for each outstand-
ing loan. Repayment shall be made by the
comptroller by transfer of the first cash
receipts of this fund for education
purposes.

Higher education opportunity program. For
services and expenses to expand opportuni-
ties for the educationally and economi-
cally disadvantaged at independent insti-
tutions of higher learning. In order to be
eligible to receive financial assistance a
student in this program may, as prescribed
by rules and regulations promulgated by
the commissioner of education and approved
by the director of the budget, be required
to file an application, if eligible, with
the appropriate agency of the federal gov-
ernment for a Pell grant, and with the
higher education services corporation. for
a tuition assistance program grant ..
For additional funds to increase student
financial aid per FTE to $1,397 and sup-
port services per FTE to $1,000 for 5,704
students in HEOP to be allocated pursuant
to contract with state education depart-
ment. The state education department is
hereby directed to require as part of the
higher education opportunity program con-
tract a demonstration of maintenance of
effort. Absent such demonstration the
department is directed to reallocate the

College readers aid

For the long term sheltered employment pro-
gram, net of disallowances in accordance
with rules and regulations adopted by the
regents upon the recommendation of the
commissioner of education and subject to
the review and approval of the director of
the budget. The commissioner of education
shall monitor performance goals and stan-
dards for placements by sheltered work-
shops of sheltered workers into competi-
tive employment ...
Additional funds to increase SEP grants to
$2,500 effective October 1985 provided
that $1,000 of such amount in excess of
$1,500 shall be exempt for the purposes
of the definition of net operating costs
as defined in article 41 of the mental
hygiene law

State aid to municipalities for the opera-
tion and maintenance of sewage treatment
facilities. Notwithstanding the provisions
of section 17-1905 of the environmental
conservation law, grants made available
from this appropriation shall be made
based on a measure or measures of improved
sewage treatment performance in accordance
with regulations to be promulgated by the
commissioner of environmental conservation
and approved by the director of the budget
who shall file copies thereof with the
chairmen of the senate finance committee
and the assembly ways and means committee.
No grant for any facility shall exceed ten
percent of the amount herein appropriated .....2,000,000
State aid to municipalities for operation of

local health and environmental programs,
pursuant to article 6 of the public health
law, for local environmental conservation
activities in accordance with regulations
to be promulgated by the commissioner of
environmental conservation,

council or conservation advisory council
shall receive more than fifteen percent of
