Notwithstanding any other provision of law, this appropriation shall include six million four hundred three

thousand eight hundred dollars ($6,403,800), of supplemental financial assistance. Allocation of supplemental financial assistance shall be made in accordance to a plan approved by the director of the budget. This appropriation shall also include two hundred twenty-seven thousand nine hundred dollars ($227,900), for those students in the SEEK pre-freshman summer program for supplemental financial assistance in amounts not to exceed an average of three hundred ten dollars ($310), per student. In order to be eligible to receive such financial assistance under educational opportunity programs a student in such programs may, in accordance with rules and regulations established by the trustees of the city university and approved by the director of the budget, be required to file an application, if eligible, with the appropriate agency of the federal government for a Pell grant, and with the higher education services corporation for a tuition assistance program grant

For expenses of fringe benefits, including obligations previously incurred. Any other provision of law to the contrary notwithstanding, these funds may not be apportioned to any other part of the operating sub-schedule
